From idea to market: ODCO’s integrated digital ecosystem
From Fragmented Support to One Continuous Pathway: Morocco’s Integrated Digital Ecosystem for Cooperatives
The Office of Cooperation Development (ODCO) has launched an integrated digital ecosystem that supports cooperatives throughout their life cycle, from the first project idea and administrative formalities to training and access to markets.
First unveiled on the sidelines of the closing of the International Year of Cooperatives 2025, the principle is simple: replacing fragmented support with one structured, continuous pathway.
Reaching every cooperative, everywhere
Morocco’s cooperative sector is large, diverse and spread across the whole territory. It counts nearly 70,000 cooperatives active in 24 sectors, with agriculture and handicrafts the most represented. Together they bring close to 800,000 members, including more than 270,000 women. ODCO’s in-person support, delivered through its Central Office and 12 regional delegations, is now extended by digital tools that bring the same quality of service to every cooperative, wherever it is located.
ODCO’s answer is a change of approach. Rather than handling training, formalities, project financing and market access separately, it now connects them in a single pathway covering the whole life cycle of a cooperative. ODCO’s General Director, Ms. Aicha Errifaai, describes this as a change of paradigm: the aim is no longer only to support cooperatives, but to transform how ODCO serves them, so that they become real engines of development, particularly for women, youth and territories.
How the ecosystem works
The ecosystem accompanies a cooperative from project to market through four complementary platforms, each answering a different need:
- Cooperative Project Bank. ODCO’s digital platform offering a structured catalogue of model cooperative projects that are viable and ready to deploy, developed from feasibility studies and tailored to the potential of each territory. It helps new cooperatives start from a proven model rather than from scratch.
- SIJIL COOP. Digitalizes administrative procedures and simplifies the creation of cooperatives, allowing cooperatives to carry out their formalities online.
- Taawounya Academy. A national online training platform with a mobile app, built to strengthen the skills of cooperatives and their members. Learning is organized in two tracks: a certifying core pathway (upgrading and governance modules, followed by a final assessment) and complementary thematic modules, such as cooperative accounting, public procurement, sustainable development, labels, and product standards and certification. To be inclusive, videos are in different languages such as : Darija (Moroccan arabic), with Arabic and French subtitles and an audio version dubbed in Amazigh. Training runs in three-month cohorts, with an annual capacity of 5,000 learners.
- CoopMarketplace.ma. ODCO’s national digital marketplace for cooperative products. It serves as a space for the commercial integration and economic valorization of cooperatives, helping Moroccan cooperatives bring their products to national and international markets.
Why it matters
For cooperatives, the main benefit is continuity. Each stage prepares the next, and the same services remain available wherever a cooperative is based, whether in a large urban region or a remote rural area. For ODCO, digital tools extend its reach beyond what in-person support alone can cover.
