SECTOR DESCRIPTION
The cooperative sector in the Dakhla Oued Eddahab region encompasses all cooperatives that have been established since the region’s recovery on August 14, 1979, up to the present day. The simplicity of the cooperative creation procedures and the emphasis placed by stakeholders in the cooperative sector, through targeted programs for cooperatives, have facilitated the growth in the number of cooperatives in the Dakhla Oued Eddahab region. From 2018 to 2023, the number of cooperatives experienced a significant increase, surpassing the 2,000 mark. These entities operate in various sectors, with agriculture and craftsmanship being predominant in terms of representation.
ACTIVITIES AND EVENTS
Training and Awareness Session
The delegation of the Office of Cooperation Development (ODCO) in Dakhla is actively committed to conducting regular training and awareness sessions whenever the opportunity arises. These sessions have two primary target audiences: first, the visitors to the regional delegation, and second, they are organized in partnership with other local stakeholders.
The central objective of these training and awareness sessions is to promote active participation in cooperative work among individuals in the region. They also aim to enhance the skills of existing cooperatives, particularly in terms of their administrative and financial management. These initiatives are crucial for fostering the growth of the cooperative sector in Dakhla, by promoting a better understanding of the benefits of cooperation and contributing to the improvement of management practices within local cooperatives. By collaborating with other partners, the ODCO delegation seeks to maximize the impact of these training and awareness efforts for the benefit of the local community.
PROGRAMS AND PARTNERSHIPS
MOTATAWI3 Program
Under the partnership agreement established with the Ministry of Youth, Culture, and Communication, the delegation of the Office of Cooperation Development (ODCO) in Dakhla has been actively engaged since the launch of the MOTATAWI3 program in collaboration with the local youth department, with the aim of achieving the program’s objectives targeting youth. On this occasion, the ODCO delegation organized two awareness days on July 29 and 30, 2023, for the participating volunteers.
During these days, several themes were addressed, including the procedure for establishing a cooperative, emphasizing the civic nature of cooperatives as businesses, as well as the tangible development of the cooperative sector in the Dakhla Oued Eddahab region. The focus was also placed on the role of cooperatives as a means of job creation, thus highlighting the importance of these structures for youth employment in the region. These awareness sessions played a crucial role in educating and engaging volunteers to actively contribute to local cooperative development.
"Awrach" program
The Office of Cooperation Development (ODCO) plays an active role as a member of the steering and implementation committee of the national “Awrach” program. As part of this participation, the regional delegation of ODCO in Dakhla Oued Eddahab regularly attends meetings organized within the framework of this program, which provides cooperatives with the opportunity to access a range of benefits and support aimed at enhancing their operational capacity, fostering their growth, and stimulating their contribution to the regional economy. ODCO’s presence at these meetings and its involvement in the “Awrach” program demonstrate its ongoing commitment to local cooperative development and its determination to create significant opportunities for cooperatives in the region.
"FORSA" Program
The FORSA program represents a significant opportunity for Moroccans and residents in Morocco aged 18 and above, who are self-entrepreneurs, or founders of companies with less than 3 years of existence. The primary objective of this program is to support and stimulate entrepreneurship in Morocco by providing financial assistance and technical support to innovative projects and business creators.
In this context, the delegation of the Office of Cooperation Development (ODCO) in Dakhla plays an active role as a member of the regional project selection committee. This participation reflects the delegation’s commitment to local economic development and the promotion of entrepreneurship in the region.
National Initiative for Human Development (INDH)
Since its launch by His Majesty the King on May 18, 2005, the Dakhla Oued Eddahab region, like other regions in Morocco, has benefited from the “National Initiative for Human Development” program. This is a major program aimed at promoting human development throughout the country, with a focus on improving the living conditions of the most vulnerable populations.
The delegation of the Office of Cooperation Development (ODCO) in Dakhla plays an essential role by contributing to the provincial and regional committees of the INDH as an active member. This underscores its commitment to the integrated development of the Dakhla Oued Eddahab region.

This cooperative was recognized for its exceptional quality by winning a bronze medal in the category of products of animal origin, as well as The National Office of Food Safety (ONSSA) approval, achievements which demonstrate its expertise in breeding and producing high quality products.

Ittihad raedat aljanoub for the production of couscous, a union of 6 women's cooperatives created in 2019, represents an exemplary model in the cooperative field, The growing demand on the local market for the union's products, as well as their compliance with the standards and eligibility criteria for certification, have allowed it to obtain the health approval of The National Office of Food Safety (ONSSA). Thanks to this certification, Ittihad raedat aljanoub's products are now presented with distinction at numerous regional, national and international exhibition fairs, proudly representing the Dakhla Oued Eddahab region.
