SECTOR DESCRIPTION

In recent years, the Guelmim Oued Noun region has witnessed a significant expansion of the social and solidarity economy sector, particularly in cooperatives, which play a crucial role in this dynamic. The number of cooperatives and their members in the region has continuously grown, spanning various sectors and fields of activity. Between the beginning of 2016 (the effective date of the new Law No. 112-12 on cooperatives) and the end of 2022, the number of cooperatives more than doubled, increasing from 1,157 to 2,870 cooperatives, with 547 exclusively composed of women. Additionally, the total number of members increased from 111,015 to 205,566.

The analysis of the sectoral distribution of cooperatives in the region reveals a clear dominance of traditional sectors, primarily agriculture (61.05%) and handicraft (24.67%). This trend has also manifested in the creation of 498 new cooperatives in 2021 and 575 new entities in 2022, totaling 1,073 new cooperatives established over the past two years. This trend attests to the vitality and growth of the cooperative sector in the region.

ACTIVITIES AND EVENTS

National Program “Motatawi3”

As part of the national volunteering program “Motatawi3,” initiated by the Ministry of Youth, Culture, and Communication, targeting individuals aged 18 to 22 to empower them for a positive impact on their environment and skill development across various fields, a coaching and orientation workshop took place at Guelmim’s reception center on July 27, 2023. This workshop, jointly conducted by the Regional Youth Executive of Guelmim and the regional delegation of the Office of Cooperation Development (ODCO) in Guelmim, aimed to guide young volunteers, bringing them closer to cooperatives and facilitating their integration into these organizations.

During his address, the regional delegate of the ODCO provided a brief overview of the cooperative sector in the Guelmim Oud Noun region and highlighted the characteristics and specificities of cooperative enterprises. Before concluding, the delegate encouraged volunteers to select the type of cooperatives and the territory that best suited them. He urged them to propose their contributions to the host cooperatives, aiming to match their expectations with the cooperatives that align with their goals.

Following the specialized training period, all volunteers received assistance in joining the cooperatives where they will actively engage in voluntary actions.

Training session in the commune of Tighert, province of Sidi Ifni

The regional delegation of the ODCO in Guelmim in collaboration with the cooperative “Aghroum For you” and the non-governmental organization “Aouf for development and cooperation”, organized, on 16/08/2023, a training session on the administrative management of cooperatives according to law 112-12 at the headquarters of the municipality of Tighert. This training is designed to meet the needs of cooperative managers and local development actors.

PROGRAMS AND PARTNERSHIPS

ODCO - ONCA Partnership

As part of the implementation of the partnership agreement between the Office of Cooperation Development (ODCO) and the National Office of Agricultural Council (ONCA), the regional delegation of ODCO and the regional management of ONCA conducted a training program for the benefit of agricultural cooperatives in the Guelmim Oued Noun region. Several workshops were organized during 2023 for the agricultural cooperatives of Sidi Ifni (31-05-2023 and 15-06-2023), Tan-tan (14-01-2023), and Guelmim (13-06-2023 and 21-06-2023).

Afraou Atlass saghir Cooperative

The agricultural cooperative "Afraou Atlass saghir" was created on October 16, 2017 in Amsra, in the commune of Ifran Atlas Saghir, in the circle of Bouizakaren, province of Guelmim. It was founded by committed young people who wanted to improve their social and economic situation, as well as to promote good practices in the production and exploitation of argan products. Currently, the cooperative manages a modern production unit located in the center of the commune of Timoulay. This unit is dedicated to the extraction and valorization of argan oils and their derivatives, as well as the production of Amlou from almonds and peanuts. Indeed, the cooperative has managed to position itself as a successful business model both in terms of its economic model and organizationally.

Ahl Al Jaid Cooperative

The Ahl Al Jaid cooperative was founded in Es-Smara on 13 May 2010 with the aim of improving social and economic conditions of its members and preserving the intangible heritage of the region. Currently, the cooperative manages a unit located in Es-Semara, in the Laayoune-Sakia El Hamra region. The Ahl Jaid cooperative specializes in the production and enhancement of products made from camel meat and its derivatives, including "Loudek, Lakhlia, Tichtar". Today, it enjoys a great reputation in its field of activity on a national scale.
